Actually, the reason he said that was because Dick Dale had been recently diagnosed with rectal cancer and, through the chain of communication, reached Jimi as Dick Dale having died. Of course Dick Dale didn't die, he's still alive today, but at the time Jimi wrote this, he thought he was dead, and that line was a tribute to him.
