The odds of winning never change because the amount of numbers available to play never change.
You really think that just because Grizzly Bear says play someone who can't afford it will? Chances are better that the occasional player (who can afford it) will play because they see or hear the ad. People who can't afford it and play anyways are going to play even if their biggest enemy in the world tells them to play because they believe the dream will come true for them because they somehow deserve it.
